Seems like a less useful purchase when what is needed is anti-ship and surface to surface missiles, but whatever they feel like they need.
Japanese tax payer would be grateful their money used for that, instead for improving social cause.

Japan goal, could be purchasing the research and development technology, at a fraction of the cost.

This announcement has been prudently, meticulously "worded".
The Government of Japan has requested to buy up to sixty-three (63) Rolling Airframe Missiles (RAM) Block 2B Tactical Missiles, RIM-116E.
Also included are RAM Guided Missile Round Pack Tri-Pack shipping and storage containers; training equipment; operator manuals and technical documentation; U.S. Government and contractor engineering; technical and logistic support services; support for establishment of an Intermediate
Level Maintenance Facility (ILMF); and other related elements of logistics and program support. The estimated total cost is $74.6 million.

Silly comment. Different tools for different jobs. Ships need to be able to defend themselves from enemy missiles. Rolling Airframe Missile, abbreviated RAM, is a naval point defense missile to defend ships from cruise missiles and enemy aircraft. In exercises it is very effective. The Brits wish they had something like RAM on HMS Sheffield in 1982. They probably would not have been hit by that Exocet. RAM is fire and forget. It uses passive RF homing and an imaging infrared seeker to find targets.
The usual group of American mercenaries in Wall Street, who announced this deal before the weekend, so they can bring their buddies to Pine Valley to play golf , to the expenses of Japanese pensioners, who shop at the Ok Super. This is how the Us Administration is treating their so called allies, and this is the level of politicians in Tokyo. We will see a surprise at the elections.
Meanwhile check the great results of RTX stocks so far. I would not be surprised that someone is invested in Japan too.
Lets cheer up for American morals.Go figure :)

That was exactly what I stated.
Being allowed to purchase isn't the same as being sold. US missile tech is extremely good for defense. For smaller targets, I think the Israeli's have the better tech.
Hitting a missile with a missile is like shooting a bullet with a bullet. It isn't an easy thing to accomplish.
Public information about capabilities is here: https://www.rtx.com/raytheon/what-we-do/sea/sm-2-missile Over 2800 successful tests. This type of missile is used in the Red Sea against Houthi rebel missiles.

No that is not what you said. Read your own comment. You said the ships meed anti ship and surface to surface missiles and that RAM is less useful. The reality is they need those and they need defensive missiles like RAM or you won't have ships left to shoot those anti ship and surface to surface missiles with. RAM is light weight and inexpensive. It is also very effective. It is an economical way to conduct point defense of ships against enemy attack and necessary for their survival in combat.
Money wasted that could be used for real social causes in Japan.
